Realities of City Government
1. Providing services to citizens is the reason we exist.
2. We are a community, so we’re all in this together.
3. There are many issues and preferences about which community members are not in agreement.
4. The city government should endeavor to take the direction perceived to be favored by the majority. At times citizens have to vote to know for sure.
5. It is the responsibility of the City Council to make timely decisions and to do the City’s business based on currently available facts plus input from staff and citizens.
6. City Government operates within Federal, State of North Dakota and County jurisdiction and must abide by many laws, policies, funding practices and requirements outside its direct control.
7. City Council seats are designed to be nonpartisan.
8. City of Minot has limited sources of revenue, and must maintain required services in a sustainable manner, setting fees and tax rates accordingly.
9. Areas of responsibility include human resources, public safety, engineering, Infrastructure and equipment maintenance, drinking/waste/storm waters, flood protection, NAWS, transit, planning/zoning/inspections, airport, library, strategic partnerships, Minot AFB retention, fostering economic development, health and welfare, social responsibility, quality of life, and maintaining the environment.
10. Each member of the City Council including the Mayor gets one vote on any issue, and there is no veto power.
