JAnTZER is the Answer

Hello and welcome! I am excited to once again be running for Mayor of Minot. My wife Mary and I have loved Minot since we arrived in 1977. We raised three kids here and enjoyed all the many things Minot has to offer – good businesses, activities, arts, car clubs, and sports. Over time I became involved in service to Minot in multiple ways through my service club, church, Chamber committees, Boards, and support for Minot AFB including leading Task Force 21 for over 25 years.

I have been a member of the City Council since 2008, elected six times, in both regular and one special election. In those years I have led key committees e.g., the change of government committee and the pay and benefits committee. Some will say I’m one of “the good old boys” and while I can’t totally deny the “old” part, it only means I’m experienced, steady, fiscally responsible, and comfortable working with key partners like the US Congressional Delegation, governor, state legislators, and top Air Force generals and civilian leaders. I do not consider myself a politician, rather a representative of the community.

I believe, and I hope the voters will agree, my experience, proven leadership, and ability to work collaboratively make me well suited to continue in my position as mayor of this amazing city.

GOALS FOR MINOT

The Council, working with city staff must craft and pass future budgets that adequately fund all essential city services on a sustainable basis. Most property tax revenue goes to fund public safety (the police and fire departments). Enterprise operations, infrastructure maintenance and replacement, capital improvements Are also mandatory expenditures. The largest portion of the budget that pays for the people that accomplish the work – all “musts.” So we need to maintain our infrastructure and wisely invest in new technology and equipment that increases capability and efficiency.

Skilled, dedicated staff increase operational efficiency, reduce costly mistakes, and shorten response times during critical incidents, directly protecting public safety and preserving taxpayer resources. We have made good hires in several key positions in 2025, e.g. City Manager, PD Chief and HR Director. I believe supervisors who are accountable, and see standards are maintained among the workforce is critical to success. When they innovate, identify process improvements and adopt best practices that increase efficiency, transparency and accessibility for residents, everybody wins.

NAWS completion is scheduled for mid-2026, and we must keep moving forward on Mouse River Flood Protection. During the 2025 Session I made multiple trips to the legislature representing the city along with City Staff and members of the Souris River Joint Board to put information before the decision-makers in regular committees and conference committees. I am pleased to say the final appropriation for the current biennium is adequate to continue the project at full speed, and slightly exceeds previous legislative intent. This project is a marathon, and we need to keep running.
